There are a lot of webrings that you can use.
AgoraRoad and BasementCommunity are on a lot with varying themes.
SheepishPatio is not apart of any webrings but we do maintain a links/site friendship page where we feature some other sites

For more specific forums I think that webrings work well and for individual sites theyre good for discovery sure.
WebRings are a very niche thing, even within smaller websites and have to be managed centrally typically (as far as i know).
We do also have the Niche sites you frequent and/or love for user recommendations!
